This is an amended version of the NZIER submission. The amendments relate to the authorship of the submission.
An earlier version was submitted to the Commission that attributed co-authorship to Bill Heaps of Strata Energy Consulting.
MEUG and NZIER have since confirmed that –
•        Bill Heaps saw an early draft of the paper and provided technical input only, in relation to Australia.
•        Bill Heaps and Strata were not aware that, and did not agree to, the paper being attributed to them in terms of authorship of the paper.
•        Strata was not paid for any input into the paper.
The authorship was therefore revised and the paper resubmitted
