As markets evolve at both the retail and wholesale level, wholesale service providers can face increased competition, to an extent that it may no longer be necessary to mandate access to a service through Schedule 1 of the Act.

The Commission was required to consider whether there are reasonable grounds for commencing an investigation into whether these services should be omitted from Schedule 1 by 30 June 2021.

The services under review were:

  • interconnection with a fixed public switched telephone network (PSTN) (origination and termination of calls)
  • local telephone number and cellular telephone number portability services
  • co-location on cellular mobile transmission sites.

Our final decision is that there were not reasonable grounds to commence an investigation for any of the relevant services at this time.
