Broadcasting services revenue in the Telecommunications Development Levy

Recent amendments to the Telecommunications Act mean that the treatment of broadcasting services revenue in the Telecommunications Development Levy (TDL) is changing.
The Telecommunications (New Regulatory Framework) Amendment Act 2018 coming into force has implications for the TDL process. Namely, the Amendment Act:
removed the exclusion of broadcasting from the definition of “telecommunication”
inserted section 85A, which provides for the exclusion of certain types of broadcasting revenue from the calculation of qualified revenue for the purposes of the TDL.
On 12 December 2019 we released a consultation paper on the impact of the provisions of the Amendment Act that affect the TDL process for 2019/20, 2020/21 and beyond.
We are currently seeking submissions on our consultation process. Submissions are due by 5pm 12 February 2020 and can be sent to regulation.branch@comcom.govt.nz
Our previous consultation on updates to the 2018/19 TDL specified instructions and templates required by, among other things, the Amendment Act.
