Introduction

The Information Disclosure (ID) regime requires providers of fibre fixed line access services (FFLAS) to publish information on their websites. This information details the performance of the ID regulated providers across a range of measures including obligations related to financial information, asset management, and quality of service. We also periodically collate and publish information disclosed by ID regulated providers, in various formats.

There are four ID regulated providers: Chorus, Enable Networks, Northpower Fibre and Tuatahi First Fibre. Chorus is also subject to Price Quality (PQ) regulation. This report includes both Financial data (annual) and Quality data (monthly frequency) and we will consider adding to it over time based on feedback.

Information from all ID regulated providers may not be available for certain months due to the varying disclosure years (DY) and corresponding due dates. Due dates are 5 months after DY end.

New and reactivated connections

Total number of new connections (including reactivations) reported by providers per month.

Tuatahi First Fibre has included both Layer 1 and Layer 2 connections in the number of new Layer 1 connections up to March 2023.

Quality - Appointments

The percentage of missed appointments is calculated from the number of missed appointments divided by the total number of appointments by month.

Quality - Availability

A total connection weighted average of unplanned downtime excluding force majeure events per connection.

Tuatahi First Fibre has included both Layer 1 and Layer 2 connections in the number of new Layer 1 connections to March 2024.

A total connection weighted quarterly average of median provisioning time by quarter across Layer 1 and Layer 2 for these connection types: Complex New Connection, Simple New Connection and Intact (truck roll required).

Tuatahi First Fibre has included both Layer 1 and Layer 2 connections in their Layer 1 median provisioning time.

Financials

Regulatory Asset Base (RAB), capital expenditure and operating expenditure as reported by providers in constant dollars.

Financials - Return on Investment (ROI)

This chart compares the Weighted Average Cost of Capital (WACC), adjusted for inflation and inflation expectations at the time, with the post-tax Return on Investment (ROI), reflecting all revenue earned, reported by the provider in their ID disclosures.
