Geotechnical risk management review of First Gas transmission pipelines

The Commission has engaged an external expert (AECOM) to assess the practices which First Gas Limited apply in managing the geotechnical risks which affect their transmission pipelines.
Buried gas pipelines are susceptible to accumulated strain, bending and possible rupture effects from soil movements and other geohazards. This in turn may lead to loss of containment with associated health and safety, loss of supply, environmental, reputational and cost impacts. Natural land movement poses risks to gas pipelines which can be managed or mitigated but cannot be entirely eliminated. First Gas as owner of the transmission pipelines needs management processes and systems in place to identify and assess geohazards and determine whether and how to monitor or remediate, and to prioritise remediation works.
The purpose of the review was to determine how well First Gas had assessed, documented and managed geotechnical risk and geohazards affecting the gas transmission pipeline.
