Input Methodologies consultation prior to February 2012

The Commission was required (under subpart 3 of Part 4) to determine input methodologies to apply to the regulation of specified airport services, electricity distribution and transmission, and gas pipeline services by 31 December 2010 and Transpower’s capital expenditure proposals by 1 February 2012.
The Commission made its input methodologies determinations for specified airport services, electricity distribution and transmission, and gas pipeline services on 22 December 2010. The input methodologies determination for Transpower’s capital expenditure (capex) proposals was made on 31 January 2012.
In making these determinations, the Commission carried out a significant amount of consultation with interested parties. The key steps in the consultation process were:
June 2009–November 2009: Consultation on the Input Methodologies Discussion Paper (including a conference and a workshop on the cost of capital)
December 2009–March 2010: Consultation on the Emerging Views Papers (including a range of workshops)
May 2010–September 2010: Consultation on Draft Input Methodologies Determinations and Reasons Papers
October 2010–November 2010: Technical consultation on Revised Draft Input Methodologies Determinations
December 2010 – March 2011: Consultation on the Transpower Capex Input Methodologies Discussion Paper (including workshops)
April - June 2011: Consultation on the Transpower Capex Emerging Views (including a range of workshops)
July – August 2011: Consultation on Draft Transpower Capex Input Methodologies Determinations and Reasons Papers
