Input methodologies for fibre are the rules, requirements and processes that we are required to develop for regulated fibre services under Part 6 of the Telecommunications Act.
Input methodologies (IMs) are the rules, requirements and processes we have determined for regulated fibre fixed line access services (FFLAS). IMs provide increased certainty on how price-quality paths and information disclosure requirements are set for regulated FFLAS. IMs are one part of the regulatory framework we work with. They bind both us and suppliers of the regulated services.
The purpose of IMs is to promote certainty for regulated fibre service providers, access seekers, and end-users in relation to the rules, requirements, and processes applying to the regulation, or proposed regulation, of FFLAS.
The IMs for regulated fibre businesses were first determined in 2020 and there have been amendments made to the IMs since then. The reasons for the IMs are captured in the reasons papers for the original IM determination and all subsequent amendment determinations – these can be found in the links below.

Amendments to the fibre input methodologies for the 2025-2028 fibre price-quality path
As part of our work on the second Price Quality path for Chorus (2025-2028) we have identified an amendment to the fibre IMs that may better promote the outcomes in section 162 of the Telecommunications Act 2001.
