Telecom New Zealand Limited agreed to pay a total of $31.6 million to Vodafone New Zealand Limited, Kordia Group Limited, Orcon Limited, CallPlus Holdings Limited, CallPlus Limited, Airnet NZ Limited, and Compass Communications Limited for failing to meet expectations that it would provide an unbundled bitstream access service with Sub-Loop Extension Services in a timely matter.
