Review of the Commission 111 Contact Code

The purpose of the Commission 111 Contact Code is to ensure that vulnerable consumers, or persons on their behalf, have reasonable access to an appropriate means of contacting the 111 emergency service in the event of a power failure at their premises.

Review of the Code
The Commission undertook a review of the 111 Contact Code in early 2023. The purpose of this review was to determine whether the Code was appropriately meeting its purpose and the requirements under the Telecommunications Act 2001.
On 18 May 2023, we published our Request for Views paper seeking stakeholder views of the effectiveness of the 111 Contact Code in meeting the requirements of the Telecommunications Act 2001.
We found that while the Code continued to deliver against the minimum requirements in the Act, there was scope for improvement.
On 18 December 2023, we consulted on proposed changes to the Code via our Draft Decisions and Reasons paper.
Following consultation, we reviewed the feedback provided and have made amendments to the Code.
On 26 June 2024 we published the 111 Contact Code 2024, and an associated 2024 Decisions and Reasons paper which sets out the decisions made to amend the Code and why. The amended Code comes into force on 1 July 2024, with a grace period until 1 January 2025 for providers to become compliant with the Code amendments.
