Analyst/Senior Analyst, Compliance and Investigations, Regulation

This is a fixed-term contract or secondment position through until end November 2020 based in our Wellington office providing parental leave cover for one of our team members. Flexible working arrangements are also available.

The role

Working in our Regulation branch you will join the new Compliance and Investigations team that formed in September 2019. This team brings together the compliance and enforcement work on telecommunications, energy, airports and dairy.

As part of our supportive, tight-knit team you will be responsible for:

  • developing compliance and investigation policies and processes to contribute to the success of the team and the compliance and enforcement work by the branch
  • monitoring and analysing emerging issues across the Regulation branch that impact on compliance and enforcement
  • using a combination of tools such as education, outreach and enforcement to encourage compliance and good conduct by regulated industries.

Candidates that meet the experience and leadership requirements for senior analyst would also be expected to lead investigations into breaches of regulatory standards.

What you will have

We are looking for someone who has:

  • sound judgement and proven ability to interpret, research and analyse complex information
  • strong communication skills both written and verbal
  • experience working in an investigative or compliance role in a regulatory environment.

For senior analyst level we will also look for someone who also has:

  • experience leading and managing projects
  • the ability to successfully prioritise multiple pieces of work.

Mergers Manager, Competition and Consumer

Our Competition and Consumer branch is looking for a Manager to lead the Mergers team and make a significant contribution to merger review in New Zealand. This is a permanent position based in our Wellington or Auckland office.

The role

Reporting to the Head of Competition, this role leads a dedicated and supportive team of technical experts who lead the assessment and analysis of mergers under the Commerce Act in New Zealand.

The Mergers Manager is focussed on leading a team of professionals, portfolio planning, managing people and resourcing, and providing strategic, technical and thought leadership to their team on merger investigations.

You will need the ability to lead and communicate clear priorities and to manage through managers. Having experience in undertaking competition analysis in markets will ensure you know when to get into the detail of high priority or high profile or complex mergers and when to trust in your team’s expertise.

We are looking for someone who can demonstrate:

  • significant experience analysing the competitive and economic impact of mergers
  • an understanding of competition law
  • experience in leading investigation teams
  • strong people management capability
  • the ability to think strategically, and to manage and prioritise a portfolio of work
  • well-developed relationship management skills
  • the ability to present complex information and advice succinctly.

Principal Adviser, Market Studies, Competition and Consumer

Our Market Studies team is responsible for analysing particular markets or parts of markets that may appear not to be working well. After studying the market we recommend solutions to address any competition issues identified, in order to deliver positive outcomes for businesses and New Zealanders.

The Market Studies team have significant experience with competition and consumer matters. They identify and scope issues, conduct an investigative process, gather and analyse relevant information and prepare reports. The other key aspect of this team’s role is to engage with and manage stakeholder expectations.

We currently have an opportunity for a Principal Adviser to join this team ideally on a permanent full-time basis in the Wellington office.

The role

As a technical expert you will be a key member of the Market Studies team, providing thought leadership on the complexities of this work and supporting the success of the market study work programme.

You will be working alongside experienced lawyers, and investigators in a stimulating, collegial and fast moving multi-disciplinary environment. You will work on innovative issues that challenge and expand your knowledge, while also providing advice to senior decision makers within the Commission. Your areas of focus will also include merger control and trade practices regulation.

Ideally you will have excellent judgement and experience:

  • with market study work or complex competition or regulatory analysis
  • being a thought leader and technical expert
  • managing stakeholder relationships at all levels.

To be successful you will ideally have expert knowledge and experience with market studies, antitrust/competition economics, profitability analysis including managing expert testimony for cases and mentoring more junior economists and analysts. You may also have experience with other aspects of micro-economics and industrial organisation, as well as, econometrics or behavioural economics.

The role

Working with the Business Solutions team you will successfully lead the delivery of Information Services Business Analysis. You will also have the ability to manage and identify improvements that can be made to existing organisation processes and applications.

Your strong people skills will allow you to work successfully with your team members across the wider organisation and engage with stakeholders to understand problems and desired outcomes. Your positive engagement style will see you build and maintain strong working relationships as you consult and work with internal and external stakeholders. You will analyse, document and communicate needs and requirements in a way that enables delivery of scalable and high-quality solutions.

What you will have

  • proven business analysis experience in defining, analysing and documenting system requirements along with process identification, definition and mapping
  • proven experience working with stakeholders at all levels, to understand objectives, value and success measures for solutions
  • proven facilitation skills
  • strong analytical, evaluative, and problem-solving abilities with a keen attention to detail
  • proactive, ‘can-do’ attitude, self-motivated and directed with a continual learning mindset
