Implementation of the new regulatory framework for telecommunications

In November 2018, Parliament amended the Telecommunications Act. The legislation now regulates the new fibre networks being rolled out nationally as part of the $7 billion ultrafast broadband initiative.
The Act introduced a utility-style regulatory regime, similar to what exists for energy networks and airports.
The revised legislation has set the Commission a substantial task of regulating fibre networks, a task that requires an increase in funding and staffing.
We sought views on the $12m we calculated it would cost to implement the proposed regulation over a 3 year period. We incorporated this feedback in our proposal to the Government to increase the industry levy that funds our work in the telecommunications sector.
