In November 2018 the Telecommunications Act was amended, requiring the Commerce Commission to prepare a Copper withdrawal Code by 1 January 2022.

The Copper Withdrawal Code sets out the minimum requirements Chorus, the provider of New Zealand’s copper telecommunications network, must meet before it can stop providing wholesale copper phone and broadband services.
In 2023, we completed a review of the Copper Withdrawal Code (the Code). Our review resulted in amendments to the Code to better deliver on its purpose.
