Cross-submissions received on our draft decisions
Published24 Jul 2024
The current default price quality path for electricity distribution businesses (DPP3) is due to expire on 31 March 2025 and we must make a decision by 30 November 2024 on the next default price-quality path to apply (DPP4).
We are setting DPP4 in the context of an energy transition to increased electrification, climate change impacts, high inflation, and significant cost pressures facing both EDBs and consumers.
On 29 May 2024 we published our draft decision and Commissioner Vhari McWha hosted a presentation to stakeholders and media and Q&A session. Details on the draft decision reasons paper, models, determination can be found in the ‘Documents’ section at the bottom of this page.
On 18 July 2024, we published 39 publicly available submissions received in response to our draft decision. These can be found in the ‘Documents’ section at the bottom of this page.
Cross-submissions close 5pm, Friday 2 August 2024. Submissions should be addressed to: Ben Woodham, Electricity Distribution Manager c/o infrastructure.regulation@comcom.govt.nz - please include ‘[Business name of submitter] Cross-Submission on EDB DPP4 draft decision’ in the subject line of your email. Please note that no extensions will be granted to these consultation deadlines due to the statutory requirement for us to publish our final decisions by 30 November 2024.
On 27 July 2024, we announced an upcoming workshop to be held on ‘Implementation design and application process for the innovation and non-traditional solutions allowance (INTSA)’. The workshop will occur Wednesday 14 August 10:00 – 11:30am, and will be online only via MS Teams. If you are interested in attending, please RSVP to: josh.riley@comcom.govt.nz by 5pm Monday 5 August.
The intent of this workshop is to gather feedback on potential options for implementing the INTSA, including the application, assessment, and approval process. This workshop will not be addressing the scope (including project eligibility), purpose, or size of the INTSA – as stakeholder feedback on these points via submissions in the Draft Decision is still being considered.
We have also published a webpage explaining more about the estimated impact of these decisions on consumer electricity bills. You can read more about this on our website.
